Magic is part of the fabric of this world. In this Alternate England, magic has always existed and is treated as a legitimate field of study, the same way one might study maths or history. People are born with magic, and will naturally have an inclination for a certain element. Magic users often apprentice with another of the same type, so that they can learn the basic skills. Commoners with magic often have careers based on their skill; a fabric witch/magician would naturally gravitate toward work as a tailor or seamstress, for example.
